YEAR END BUT NOT THE AGONY



Ø  The Financial Year 2013-14 came to end. Revenue of this Zone in Central Excise (-)3,000 crores  and in Service Tax, it has crossed 50,000 crores [ (+)6,000 crores)] as compared to last Financial Year 2012-13. Thanks to all officers who has sacrificed their holidays and LTC / HTC and other leaves to achieve the revenue collection.
Ø  We are happy to inform you that on 24th March 2014 Air condition machines were installed in Division –III of Service Tax I at Worli office and 9 cubical cabins and CAAP work-station at Dharavi of Service Tax-II was inaugurated by Chief Commissioner. But we are unhappy to inform you that the Construction Cell who made a recovery of Rs. 300 Crores in last Year 2012-13 and has recovered Rs 370 Crores this Current year2013-14  has no chair to sit on and work. In a single cabin and that too without a gate, five Inspectors and 3 Superintendent’s are working  on Musical Chair basis.
Ø  Further, the Officers posted in DARC Cell contributed from their own and purchased table chair cupboards and even has made painting work to their cabin also. DARC Cell is detecting the defaultors as well as the trend to chek the evasion as well as proper payment of Tax. But they have been deprive the basic facility to excel more.  
Ø  The Anti-evasion cells, Service Tax-I work on a single HP printer machine between 5 group officers and their assistants. The productivity is severely hampered and thus officers are working extra time to meet the demand. The acute shortage of computers and printers in both the commissionerates of Service Tax and officers are making queue to get their work done. But the attitude of the higerups remain as it is : “You manage”.
Ø  The pathetic situation of the office infrastructure in Service Tax is not improving despite  growth in Revenue generation. Meeting of Audit Groups / Preventive frequently being held to mobilise more revenue and in the meeting the last agenda always  asked as “any thing else for discussion”.  When staff raised about the basic facility and amenities and infrastructure the stereotype answer remains: - “Ask anything else except infrastructure”. How long such scenario will continue?
Ø  A small businessman even makes provisions for Expansion as his business flourish but in our case, it is shrinking further and further. The condition of Service Tax I and II of Mumbai Zone needs more attention to meet the basic amenities.    
Ø  Promotion orders  No. 79, 81 & 82 was issued where in 55 officers promoted, from Mumbai Zone I 20 Nos and From Mumbai Zone II 14 Nos.
Ø  Orders for Ad hoc to regular are also issued. It is appealed to the officers whose name appeared as regular do not forget to submit their joining report by putting date 01/04/2014.  
Ø  ICT order of Zone –II was issued on 01/04/2014.   
Ø  Notification of the reorganisation of the Commissionerates is not issued. Hence the implementation of Cadre restructuring will be delayed further till the new Government Formation takes place.
Ø  Promotion order form Superintendent to AC was issued on 31/03/2014. 90 officers are from Excise Out of 110 from Mumbai Cadre Controlling. The officers are

Ø  CESA Congratulate the above officers for their promotion.
Ø  We are ashamed. Just now it is informed that power supply of Boisar-I and Boisar-II of Thane-II Commissionerate is disconnected due  to non-payment of electricity bills. Already telephone lines were disconnected for the same reason. Officers are working without electricity and telephones and managing their show from their own mobiles.
