Regularisation of Irregularity in the Seniority List (1993-1997) of officers of Mumbai Zone

Irregularity in the Seniority List, a long standing demand of CESA Mumbai is resolved. 
198 officers of Mumbai Zone is properly placed in the first All India Seniority List (1993-1997) and may get a place in the regular vacancy of ACs in the ensuing DPC.
Timely action of CESA Mumbai and support of local administration and Co-operation of Board averted the great injustice and embarrassment of senior officer of Mumbai Zone.
Somebody has rightly said that

OFFICE MEMORANDUM
Subject: Re-fixation of seniority of Superintendents of Mumbai-I Zone who have been upgraded/promoted during 1st phase of Upgradation / Restructuring in year 1996 and others who have been notionally promoted w. e. f. 30.09.1996 in All India Seniority List of Superintendent of Central Excise for the period 01.01.1993 to 31.12.1997.

            The undersigned is directed to say on the basis of the information furnished by concerned Cadre Controlling Authority and based on the information of Zonal Seniority List. The Competent Authority has approved re-fixation of seniority of officers of Mumbai-I Zone who have been upgraded / promoted during 1st phase of Restructuring in the year 1996 and others who have been notionally promoted w.e.f. 30.09.1996 in All India Seniority List of Superintendent of Central Excise for the period 01.01.1993 to 31.12.1997.
2. The details of re-fixation of seniority of the above mentioned officers are given in the Annexure-I enclosed with this order.

MEETING ON IMPLEMENTATION OF CADRE RESTRUCTURING


A meeting is scheduled to be held on 27/08/2014 in North Block, New Delhi at 10 A.M. with all the Cadre Controlling Authorities of Group B & C to discuss the issues on implementation of the Cadre Restructuring plan including conduct of DPC’s for promotions to various grades in Group B & C. Other details will follow.

NEW CHAIRPERSON OF UPSC


President Pranab Mukherjee confirmed appointment of the 64-year old Rajni Razdan as the new chairperson of the Union Public Service Commission (UPSC) on Friday which conducts prestigious civil services examination for selection of IAS, IFS, IPS and other officers, with effect from August, 16. She succeeds controversial D P Agrawal who had refused to toe the government line on the students’ demand to change the pattern of the civil service examination. She is said to be a pliant officer as against Prof. Agrawal refusing to be “submissive” to the government on the ground that UPSC is an autonomous body that cannot be dictated by the government at will.
Razdan, a retired IAS officer of Haryana cadre, has been an UPSC member since April 2010. Her tenure will last only one year as the age limit of the UPSC chairman and member is 65.
She had retired as Secretary Department of Administrative Reforms & Public Grievances, and among the posts she held at the Centre included additional secretary in the Ministry of Personnel.

WHAT CESA STRIVE TODAY CADRE ENJOY FOR THE BETTER TOMORROW


Board has issued post-wise allocation of approved Cadre strength and re-organization of Central Excise, Customs & Service Tax formations including various Directorates. The said allocation Order was due before 31st March, 2014 but due to some tussle in increasing/decreasing of formations, it was delayed. However, with some cosmetic changes, it is issued. The position of Mumbai Cadre Controlling Zone is reproduced below. Separate staff for Audit and M & P is given. In LTU, strength has been increased. The Mumbai Officers posted in LTU Audit will look after the audit work of LTU Mumbai as well as LTU Chennai. In Mumbai Central Excise, Principal Chief Commissioner will have the Cade Controlling Authority. As on date, Inspector Cadre of Mumbai Zone just touched 1993 batch. The strength Supdt of Mumbai Cadre Controlling Zone is 1650. In the ensuing approved CR, the strength is increased to 2470. Thus, the increase is 820. The CESA Mumbai express its resentment to the content mentioned at Para-5 of Board’s letter dated 1st Aug, 2014, which is totally discriminatory. The stagnated Inspector Cadre of this Zone will get some solace at least. Further development in this regard will follow.  For detailed clarification on finer prints another notification is expected from DoPT.  In Zones for effecting functioning of the new Commissionerates/formations require another notification from Board and Trade Notice from the respective Zones.
