CESA best wishes to new AICEIA Office Bearers

Recently AICEIA held its 18^th Convention on 27^th, 28^th June, 2014 in Trivandrum. Apart from other deliberation, new body has been elected. Shri Abhishek Kamal as a Secretary General and shri Anupam Neeraj as President along with other Office Bearers.

CESA Mumbai heartily congratulates the new office bearers of AICEIA. Let all the pending issues piled up in the Board office be resolved with their strong persuasion and cordial and great enthusiasm be prevailed in the Cadre.

NO CHEERFUL NEWS ON CR

The CR related i.e. creation of new Commissionerates / Directorates (issuance of Notification etc.,) may not be incorporated in the forthcoming Budget. CR may be delayed further. The present FM is interested on expansion of DGCEI units at various places to plug revenue leakage and evasion of service tax.

AEC MEETING OR WHAT

It is in the blogs that the meeting is scheduled at Chennai on 19.07.2014 (Monday) and named as AEC meeting.

How can it be called an AEC meeting?

        Further,  the agenda mentions A, B, C, D, E listed for discussion.  Agenda point at F is for confirmation of the minutes/decisions of Patna AEC meeting and Associate Committee meetings held at Patna on 21.09.2013 and 02.02.2014. 

        For a single day visit, the cost of expenditure not worth the discussions that may take place.   Hence is it a worthy expenditure?  When there is no progress in any of the issue.  Whatever was discussed at Patna or New Delhi or Hyderabad, remained in the blog only.  When issues of VIth Pay Commission are pending and we are advancing our views on the VIIth Pay Commission.  General Member is already down morally, then why should they be strained financially also.  Each passing day is causing injury in the minds of the officers for delay in CR.  

        Members are retiring one after the other in Board Office without making any headway.  Similarly our members are retiring with only one promotion during entire service.  CESA Mumbai do not intend to demean the authority of any office bearer but is equally concerned for its general members who cannot be underestimated any further and their genuine aspiration cannot be stretched from Patna to Delhi, Delhi to Hyderabad and now to Chennai.

        Is this meeting is to consolidate and keep value of the office bearers’ position intact at the expense of the interest of the General Members.

        Keeping tactically silent on :

a)  the issue of implementation of N.R. Parmar judgement after contempt petition for revision of Seniority List in CBEC,  even after this is implemented in all the Zones in CBDT.     What more do we need....?

b)  The abnormal growth of percentage of Appraiser cadre in Group A to the tune of 59% by reducing the percentage of our cadre to 36%.  Can it be called our achievement....?

        In the passage of time Cadre feel betrayed when the value of the members and their prospects are ignored miserably.

        Because of all the above reasons CESA constrains to inform you that the amount spent on Chennai visit will be adjusted from the contributions from this unit to the All India Accounts.

RETIREMENT JUNE-2014

DISCOVERY OF CR NOTIFICATION ACCIDENTALLY .

     The CR notification may likely to be issued accidentally at the end of this week or it may be announced in the forthcoming Annual General Budget which is scheduled on 10^th July, 2014. The CR story is similar like a story of Arabian Tale i.e. CHEESE was discovered accidentally, when an Arabian merchant was carrying milk in a pouch made from the stomach of a freshly killed calf. The hot desert sun and the rennet remaining in the puch caused the milk to separate into curds and whey. The crux of the story i.e. the CHEESE was discovered accidentally not by any efforts of any Arabian or so.If the CR notification is issued accidentally, can we claim that it is due to our efforts it happened so.

It is learnt that the Mid Career Training Progamme in  respect of the CBDT Officers, to be conducted abroad, has been cancelled.

In our earlier blog post titled ‘Chilled the Zeal to Brazil’ the needless expenditure in the name of training was brought out, which was nothing but further bleeding to the injured economy. When it comes to the expenditure to be made for the day to day functioning of the lower field formation, the field officers are made to strive for every penny in the name of ‘Austerity measures’.

Thanks to the Ministry for timely action in stopping such uneventful expenditures and denying VISA for abroad.
