CHANGE OF RATIO / MODIFICATION OF RR / DPC FOR REGULAR & TEMPORARY


OBSESSION WITHOUT POSSESSION

As informed in our earlier blog, finally Board has issued order dated 01-July-2015, modifying the promotion order of Superintendents to Asst. Commissioners and deleting the names of officers who were inadvertently granted promotion – as these officers had retired on superannuation or had opted for VRS at the time of DPC (in C.Excise – 26 nos & Customs – 12 nos.)  Although it was pointed out immediately after the issuance of the order dated 22-Oct-2014, the Board has taken its own sweet time to issue the corrigendum.

Other eligible officers, who would have been promoted, had the Board updated its panel, have been punished for no fault of theirs. They would have benefited and been promoted to Grp-A. Unfortunately, some of them have now retired without getting a second promotion in their whole career.

Posts lying vacant since 2013-14, 2014-15 & 2015-16, are piling up and the date for DPC is getting pushed further & further. Who cares !!

Now, Parliamentary Committee on SC/ST has rightly observed that officers belonging to the SC/ST have not been considered for being granted promotion to Grp. A at the time of cadre re-structuring. Hence, it is to be included now and after ADG(HRM) returning from MCTP abroad, all the DPCs for 2013-14, 2014-15 & 2015-16, including review DPC will be positively expected to be held this month.

There is a need to conduct DPCs for regular and temporary posts separately for all the three preceeding years which was not carried out earlier. The same practice should not be adopted now when corrections are being carried out. There is no need to panic, even though we do not have any well wisher who can protect our interests like the previous Chairman, who during his tenure, carried out the promotions as well as recasting of the seniority lists of only Appraisers.

Now, there are no Appraisers and Examiners available for promotion to the Gr ‘A’ posts. Therefore the Board should reconsider and revise the ratio between the three feeder cadres as per the decision of the Hon’ble Supreme Court in the coming DPC for the vacancy years 2014-15 & 2015-16. Suitable amendments in the RRs should be carried out before implementing/conducting DPC for the vacancy years 2014-15 & 2015-16.

Now, we all should rise to the occasion and impress upon the Chairman & Member(P&V) as well as DG-HRD to do justice to the cadre.

We should set aside our obsession for self-promotion and come out with our all possessions / sources / means to set right the career progressions, otherwise the other two feeder cadres will go up & up and the gap will widen further & further.

  1. On one side u felicitated the jumbo dpc conveners and now u r pointing errors in their work. Undoubtedly their act of Convening the dpc was laudable but it was like a misguided missile which was a boon for some but bane for most of supdts. Important issues like segregation of adhoc and temporary were left unresolved which is like a Web when looked into with reservation. Unless until this will be resolved how can we think of other dpc as for adhoc and temporary these need to be conducted separately. ....so my dear take one side .....don't be dual
