AIRPORT POSTINGS

      Willingness for posting to Mumbai CSI Airport has been called for (10 vacancies) and the last date for submission of application is 11-Mar-2016.
 
    Interview for one post of Superintendent for posting to Chennai Airport is over today.
 
    CESA, Mumbai, & the Adminsitration is trying hard to increase the numbers of vacancies allotted to Central Excise pool for posting to Mumbai CSI Airport. Letter addressed to Pr. Chief Commissioner of Customs, Mumbai Zone-III is appended below :-

Sub:    Filling up of vacancies of Air Customs Officers & Air Customs Officers at CSI Airport, Mumbai – Reg.

Your kind attention is invited to the letter dated 02.02.2016 of Principal Commissioner of Customs (General) Mumbai, addressed to all Central Excise Cadre Controlling authorities, requesting them to depute officers to CSI Airport, Mumbai (Copy enclosed).

In the said communication, the sanctioned strength and the working strength of the CSI airport is mentioned. It is pertinent to note that since a considerable period a good number of posts are lying vacant. After restructuring the number of sanctioned posts of officers at CSI airport has been revised upwards and accordingly the posts of officers been revised upwards from 180 to 216 (approximately 20% more).  However, in the said communication of Principal Commissioner (General), it is observed that the posts for Central Excise pool has not been revised upward proportionately and the same needs to be revised.

Further, your kind attention is invited to Airpool Policy issued by the CBEC vide F. No. A 11019/22/2007-Ad.IV dated 22.12.2008.  Para 3 (ii) of said policy is reproduced below:-
ii. In case where 25% quota of ACS / ACO from specified outside Customs and Central Excise Commissionerates is not getting filled up, the same shall be extended to all Commissionerates of that category, i.e. if the outside quota is for specified Customs Commissionerates, it shall be extended to all outside Customs Commissionerates and if the outside quota is for a specified Central Excise Commissionerates, the same shall be extended to all Central Excise Commissionerates.”

Due to acute stagnation in Mumbai Zone, senior and well experienced officers are available in Mumbai, as compared to the other Zones and their services can be utilized.

   Further, it pinches that most of the officers of Mumbai, who pass near the CSI airport, either by road or metro, but never had an opportunity to work in the airport, in spite of their eligibility and availability of vacant posts. Officers from other parts of the country came and worked here in the Airport, but so many officers from Mumbai residing in the same city, adjacent to the airport, is being deprived of this opportunity. It is pertinent to state that the administration also will be benefitted by posting officers from Mumbai to the CSI airport as no additional costs will be incurred to the Department and its struggle to provide accommodation to outside officers will be reduced to a great extent.   

In light of the above, CESA Mumbai, requests your goodself to consider and allot an additional 30  posts from Central Excise Pool to Superintendents of Central Excise Mumbai Zone in CSI Airport, Mumbai, and amend the letter dated 02.02.2016 revising the strength position as per the new revision of staff position allotted by CBEC vide order F. No. 11019/08/2013-Ad-IV dated 28.05.2015.

In the past, the cadre controlling authorities of Delhi as well as Mumbai have also posted additional officers in the both the airports.

It is therefore, requested that   the sanctioned strength of Central Excise Officers to be posted to CSI airport may kindly be revised upward proportionately, and communicated to all Central Excise Cadre Controlling authorities.

  1. Thanks. One request. Can we ask the authority to change the age old selection process? The selection should be only on the basis of seniority cum merit without any interview when our junior customs officers posted without any criteria.
