Respected Madam

CESA Mumbai congratulates you on being elevated as Chairperson of CBEC,Department of Revenue, Ministry of Finance, Government of India.

Expectations are high from all the officers of the Department as well as from the present Govt. As we are passing through a transition period, from our present taxation system to the new GST regime, it is once again being brought to your notice that the Gr-B & Cadres of Central Excise are continuous victims with respect to their career progressions, as no mechanism has been devised to redress their anomaly. There is also the issue of grant of 3rd MACP, which has now  become another bone of contention, due to which a lot of resentment are being generated. 

Bombay generates the maximum revenue to the exchequer however Infrastructure-wise majority of the offices are being run from rental premises. New Service Tax and Audit Commissionerates were created in Mumbai, but still, Service Tax Commissionerates V & VI,CEX Audit-1 Commissionerate are functioning on an as-and-where basis. The pinch may not be realized by the senior officers but the junior officers and the field staff are constantly at the receiving end and have to bear the taunts of the Trade & the assesses for the lack of facilities & the general run-down condition of the offices. ​ 

Madam, being an experienced officer, also holding the charge of Member(P&V) for a considerable period, all staff related issues cadre wise are well known to you. We hope the discriminations faced by the promote Gr-A officers, vis-à-vis Direct recruits of Gr-A,will be weeded out and infrastructure-wise, the Board, under your command will take a lead for improving the infrastructure, which
will enable a smoother roll-out of GST, with proper offices and amenities. CESA Mumbai will extent it's fullest cooperation to resolve the issues of staff welfare and holding of regular DPCs, regularisation of promote Gr-A posts, etc.

We hope that you will prove yourself, for not only carrying out the smooth implementation of GST effectively but also taking the entire staff of CBEC, with their active participation and co-operation. We also hope that there will be an increase in the pride felt by the officers of the Department, of being part of an agency which is at the forefront in the revenue generation of the Govt.

CESA Mumbai once again congratulates your good self and assures our full-fledged support in all the initiatives taken by you for keeping the flag of CBEC ​flying higher and higher…
