GEAR UP FOR GST !!!!


Government of India is in the fast mode to roll out GST from July, 2017 equally determined to be at place with new sign board replacing Central Excise and Service Tax in the name of GST Commissionerates, circles etc.. Member (P&V), Shri R. Ramesh vide his letter dated 16th May, 2017, instructed to ensure General Transfer and Rotations of Officers in the Grade of Group B & C level by 31st May. 2017.

As requested by CESA Mumbai, the Mumbai Cadre Controlling Authority vide its letter dated 15.05.2017, called for options of officers in prescribed format at the earliest as most of the officers are on vacation, it is requested to entertain the willingness of options to be entertained upto Friday i.e. 19th May or so. As you are aware the re-organisation of the new Commissionerates are already approved by the Ministry and the same informed by the DG HRD vide its letter dated 13.05.2017. Accordingly Trade notice is expected.

In Mumbai, there are five Urban Commissionerate namely Mumbai-North, Mumbai- South, Mumbai-West, Mumbai-Central, Navi Mumbai. There are Semi Urban Commissionerate i.e. Belapur, Raigad, Thane, Thane-Rural, Bhiwandi and Palghar, Out of five Audit Commissionerates, two will be at  South Mumbai and third, fourth and fifth will be located at Dharavi, Vardhan Building, MTNL Vashi respectively. For more clarity on jurisdiction Thane Rural will comprise of Dombivali, Kalyan, Ambernath, Badlapur up to Karjat The Commissionerate of Thane will have the Jurisdiction from Borivalli, Malad, Kandivali, Dahisar, Bhayandar, Ghodbandar, and Thane etc.. The Commissionearte of Palghar is from Vasai to Dahanu. The Bhiwandi Commissionerate is from Vikramgad, wada and Bhiwandi upto Kasara and Murbad etc The Raigad Commissionerate will have minus Uran and Plus Taloja MIDC.

It is suggested while filling the options as our most of the officers are residing at suburbs, kindly give two executive Commissionerate and one audit Commissionerate according to your residence. The officers those who are having less than Two years for Superannuation, nearest Commissionerate may be opted. The officers having any compassionate ground may also mention categorically their reason for retention or placement in Commissionerate nearest to their residence. A committee has been formed comprising of three Additional Commissioners of each Zone for smooth deployment of staff. All officers are cordially requested to fill the option and inform others to adhere the instruction of Cadre Controlling Authority as the issues are time-bound, any lethargy on the part of individual be avoided.

CESA, Mumbai is the only Association who expressed its outright resentment on the committee report submitted by the Study Group by the officers of the Customs about Customs work undertaken by officers of Central Excise. The board has accepted the said Customs Study Group Report as it is, hence all the work related to stuffing, permissions of supervision, drawback etc., will be shifted from Central Excise to Customs Preventive Commissionerates.

  • All Cadre Controlling Chief Commissioners are called for Board’s meeting at New Delhi, for implementation of N. R. Parmar Issues.
  • The holding of DPC is delayed due to litigation.
  • The posting Orders of the in-situ ACs may be issued along with AGT of the other Cadre i.e. DC, JC, ADC, Commissioner, Principal Commissioner etc., shortly before 23rd May, 2017.
