Shri V. S. Krishnan,
Chief
Commissioner,
Service
Tax and Central Excise,
Zone – I,
Mumbai.
Sub: Request for VRF air-conditioning system in
Dharavi Office – Reg.
Respected sir,
Due
to shortage of office accommodation, the newly created Commissionerates after
re-organization are being accommodated in the available space, at Estrella
battery compound, Dharavi. Commissionerates
of Service Tax VII and Service Tax Audit – III Commissionerate and 10 ranges of
K-I and K-II division of Central Excise Mumbai I Commissionerate, are presently
located in this premises. It is also
proposed that the entire divisions of EF & GH of Mumbai –I CX will also
shift here shortly.
Earlier the
entire premises was open and abundant cross ventilation was available. But to accommodate the various categories of
staff of these Commissionerates, cabins and work stations are created but the
sufficient cross ventilation through the windows is not available. In the humid
condition of Mumbai, it is
suffocating and difficult to sit in such close premises and poses danger to the
health of the officers. Apart from this air pollution of the surrounding area
makes the officers vulnerable to air borne diseases also. If the area wise we
compare the number of people sitting in the premises and electronic equipments
kept therein considers as per the norms it may not be fit to accommodate that
many persons and equipment and records etc in the available space. This also
causes the problem. After reorganization the number of staff is increased
further.
In the said premises two commissioners’ cabins and two
Additional commissioner’s cabins more than 25 Assistant Commissioners cabin are
being created. Instead of giving
individual air conditioners to the seniors, and to keep the other
staff under suffocating circumstances, it is better to install a VRF Air
Conditioning system to the entire premises.
Therefore it is suggested to go for VRF Air Conditioning system
in the above premises , as the said system is economical as compared to central
air-conditioning or split/window air-conditioning installed in individual
cabins. This will not only enhance
comfort and helps in dehumidification, but also improve efficiency &
motivation of staff.
Kindly look
into the matter as right now it is little bit cool atmosphere if at this moment
staff feeling inconvenient to sit during day time then what will happen after a
few months, with the offset of summer.
It is
therefore, requested to kindly accord necessary permission to the authority
concern to take immediate steps to install VRF AC or any other which
administration find suitable and economical and provide better service.
Yours sincerely,
(A. K.
Sasmal)
General Secretary
