Manipulation of transfer & Postings in the AGT 2016 – Request for rectification.
Respected Sir,
Your
kind attention is invited to the C.C’s office letter dated 19th October,
2016 on the above subject under which representation of CESA, Mumbai has been
annexed.
At
the outset CESA expresses its resentment about the inordinate delay by the C.C
office when it was brought to their kind notice, in taking appropriate action
on outright violation and favouritism on the above matter pertaining to Thane-I
Commissionerate. Also, delay in initiating steps to transfer
Administrative Officers who have been continuing in the same place; more than
two years in one place, in one section.
In this regard the Vigilance
awareness week is going on from 31st October to 5th November.
The purpose is “seeks your co-operation in eradicating corruption” but from the
said affairs it is visible the administration of Thane-I at the disposal of the
then Thane-I Commissioner indulged in corrupt practices in transfer &
Postings. When everything is fixed, who will go where with a price tag, can it
be called a fair order. The legacy of corrupt practice of Thane-I &
Thane-II Commissionerates needs to be checked and it depends upon the present
administration’s competence as well as courage to stop malpractices in the
administration so that a positive signal will go to the field level. The
current syndicate and coitre in Thane-I Commissionerate needs to be dismantled
and appropriate action against them may be taken.
Sir, your kind attention is
invited to your office letter F.No.II/3E-1/TH-I/2015 dated 13.5.2016 & 27th May,
2016 and also 15th July, 2016 wherein the then Commissioner
recommended retention of the officers and made several rounds to C.C. office
for favour. However, C.C. office had not considered the recommendations except
in one case where she has pleaded “he is responsible for timely submission of
reports and returns and monitoring of revenue performance. He is also an
important link between Hqrs and divisions for any work assigned to him from
time to time. He may be retained for one more year in this Commisionerate”.
First of all the then Commissioner was under orders of transfer before
relinquishing her charge on the last working day issued the AGT order which was
full of manipulations.
Now, can the Committee
entrusted for issuance of AGT certify that the said AGT order is fair one and
no consideration has taken place while recommending the names of the officers
for the post from division to division, from Hqrs (Prev.) to Divisions, from
one sensitive to another sensitive plus posting officers under medical ground
and vigilance for creating place for others. The purpose of Vigilance awareness
week will be beneficial, if the Committee owns the responsibility and the
spirit of the mission is maintained.
CESA, Mumbai strongly
expresses its resentment that the then administration failed in acquiring any
infrastructures or improvement of present infrastructures and clearing/disposal
of not single vigilance case which is highest in the zone. The legacy of the
corruption and coitry continuously flourished without any check.
Sir, we leave it to your
best judgment that our Chief Commissioner and yourself are known for honesty
and integrity and CESA expects that not only you will carry out the same virtue
but also bold and courage enough to take action those who indulge in corrupt
practices in the administration at your disposal.

2016 on the above subject under which the representation of CESA, Mumbai has

Please
find enclosed a copy of letter dated 02.11.2016 addressed to Commissioner, C.
Excise, Thane-I on the subject which is self explained. As the Administration
of the Thane-I and Thane-II was with the same Authority, who under orders of
transfer, in the last working day issued the AGT adopting different methods in
Thane-I & Thane-II with vested interest.
The
legacy of the corruption and manipulation needs not only to be exposed but also
expected some punitive actions.
Madam,
while issuing AGT order for Mumbai-IV your good-self has taken utmost care as
well as the AGT order of Mumbai-I Commissionerate which are flawless and
non-discriminatory one.
In the AGT of Thane-II
Commissionerate, when everything is fixed, who will go where, can it be called
a fair & balanced order. The outright favouritism to one officer at Vasai
and another officer from Boisar 1 to Boisar 2 divisions (sensitive to
sensitive) leads a clear cut message that the postings are on sale whoever may
be the administrator managing postings according to the expectations and
aspirations will be obtained without any fail which guaranteed their mission
and ambition and embolden further so that other officer can be lured to their
trap in the transfer and posting syndicate.
Madam, we leave it to your best judgement
that the fairness which you have maintained in Mumbai-IV Commissionerate, the
same will be followed in Thane-II Commissionerate also. Manipulations and
favouritism carried out by the then administration will have to be rectified
and the said officers who are so resourceful, their services can be utilized in
Adjudications and Recovery sections.
