From CESA's Desk...
1. CESA Mumbai express its silent remembrance on the 1st death anniversary (18th Feb.) of late Shri. R S Phadke, Superintendent and stands behind the family. His wife badly needs the job on compassionate grounds as well as financial assistance. Her request for compassionate appointment is still pending with Pune administration.
2. Promotions from Inspector to Superintendent is pending due to CAT case Mumbai and the next date of hearing is 15/03/2017.
3. Most of the places, due to “Shivratri” falling on 24th Feb, Central Excise day celebration is advanced to 23rd Feb. However in Mumbai it will be held, as usual on 24th Feb at Bhaidas Hall, Vile Parle. A Senior Minister of Central Government will be the Chief Guest on this occasion, followed with several celebrities, as it is the last function of Central Excise.
4. DPC in respect of Group ‘B’ to Group ‘A’ for the vacancies arising in the year 2014-15 has completed last week. For the vacancies arising in 2015-16 is scheduled to be held in this week.
6. In the 10th GST council meeting nothing much has been improved on our side, no encouraging news. The next meeting is scheduled on 3rd / 4th of March. We should not demand anything which is already decided by the council but make efforts in those areas which is not yet decided - like absolute control of Audit and Preventive functions, Anti-Evasion etc.. We should be ready even to forgo complete assessment, if required.
It is only because of your tireless efforts and tenacious persuasion that we are promoted .We are proud to have you as our leader.Thanx is not enough. Congratulations to you also.
ReplyDeleteIt is very happy to see that many of our colleagues have been promoted as Assistant Commissioner which was long overdue. Also, our Gen. Secretary and President of CESA, Mumbai has been promoted. We wish them all the best for their future postings. Now this has brought us to the more poignant question, what about our CESA. It is a fact that CESA has been well lead by the leaders who have taken great pains to maintain CESA. Our sincere appreciation and thanks are due. But as the situation demands, we have to move forward. I firmly believe that the Association is ours, belonging to each one of us. We should not let it die as the coming days are not going to be smooth. No one is against the GST because change is the way of life but in the present change we have been short changed. But we have to go with the changes and try to fit into the new system and this is were things will be difficult for us. And more the reason why we need a very very strong Association. Hence, I feel all officers should come together and shoulder the responsibility of the Association and not shy away from it. It is the need of the hour and a matter of our collective survival. To this end we should demand a smooth legitimate transition which can come only through elections which has to be immediate. We should not wait till the GST to be rolled out because there will be challenges before that. Nothing is going to be smooth during the implementation. There will be issues which will need immediate addressal. Further, I feel there has to be a change in the constitution of our Association. The present setup gives absolute power to a person who is left fending to attend to issues of all the Commissionerates by himself which is impossible for a person due to the sheer number of Commissionerates due to which many local level issues remain unattended leaving members disgruntled.Hence my suggestion is that we can have local Commissionerate wise secretary to handle the local issues alongwith the local D.R.s leaving the General Secretary and President to deal with all the macro issues with the Chief Commr and Board. This way we will have an inclusive Association wherein many people will share responsibilities and with periodic meetings there will be transparency. But this can wait till the GST Commissionerates are formed. Our immediate priority should be to have a smooth transition wherein we can have the ex members as our advisors till we find our feet. But, without an election this is not possible and the participation of each of our friends, for the journey is very long and arduous. Many of our colleagues are feeling the pressure of the coming change and I know some are also depressed with the state of affairs. This is the time to be together and keep alive the spirit of each one of us. Stay together. This is a sincere appeal to CESA and all my dear friends and colleagues.
