Need to Learn A Lesson from Chennai...

       Sub: Manipulation in Transfer & Postings in the AGT 2016 – Request for rectification – Reg.
           
Your kind attention is invited to the letter bearing no CESA/31/2016 Dated 2nd Nov. 2016 on the above subject.
2.         In this connection this is to inform you that no positive steps have been taken to bring in increased transparency in the matter of Transfer & Postings. In the last order of AGT-2016, it appears that the system is continuing as it is and lack of transparency still prevails. 
3.         The latest incidence at Chennai, is not at all shocking, when the Administrator becomes the promoter and greed becomes the order of the day, then such incidences are bound to happen. 
4.         The Administrator may come and go, but the sanctity of the Administration and the image of the Department should not be compromised. No one is indispensible and when the Administrator depends on the services of a specific set of officers, it is obvious that the interest of the Administrator is not for the betterment of the Administration. Hence, the decision pending at your level, as brought to your goodself notice by the delegation of CESA Mumbai needs appropriate action.
5.         Hope you will take suitable action as represented.

Sub: Request for Review of AGT order No. 5/2016 – Reg.

          Your kind attention is invited to the letter bearing no CESA/27/2016 Dated 30th Aug. 2016 on the above subject.
2.       In this connection this is to inform you that no positive steps have been taken to bring in increased transparency in the matter of Transfer &Postings, as can be seen in the latest AGT order of 2016 and the approved AGT policy is not followed. 
3.       The latest incidence at Chennai, is not at all shocking. When the Administrator becomes the promoter and greed becomes the order of the day, then such incidences are bound to happen. 
4.       The Administrator may come and go, but the sanctity of the Administration and the image of the Department should not be compromised. No one is indispensible and when the Administrator depends on the services of a specific set of officers, it is obvious that the interest of the Administrator is not for the betterment of the Administration.

          Your kind attention is invited to the above referred subject and no corrective steps have been taken so far.

The latest incidence at Chennai is not at all shocking, when the Administrator becomes the promoter and greed becomes the Order of the day, then such incidences are bound to happen not only there but also everywhere.

No one is indispensable and when the Administrator depends on the service of a specific set of officers, it is obvious that the interest of the Administrator is not for the betterment of the Administration.

The Administrator may come and go or may hold additional or regular charge but the sanctity of the Administration and the image of the department should not be compromised. Representation of the Association is very clear and specific, expecting a prompt action in this regard so that a message will go in the field formations that the present Administration is not only transparent but also equally fair.

Sub: Request for Review of AGT order No. 5/2016 – Reg.

            Your kind attention is invited to the letter bearing no CESA//27/2016Dated 30th Aug. 2016 on the above subject. 
            In this connection this is to inform you that nothing has been done in order to bring out transparency in the transfer & posting in the AGT 2016 and the approved AGT policy is enforced (except transferring the AO from Headquarters to Division). 
The latest incidence at Chennai is not at all shocking, when the Administrator becomes the promoter and greed becomes the Order of the day, then such incidences are bound to happen not only there but also everywhere.
When the officers have secured the postings on consideration, definitely they will work to safe guard their interests first only than for the Organization.
No one is indispensable and when the Administrator depends on the service of a specific set of officers, it is obvious that the interest of the Administrator is not for the betterment of the Administration.
Sir, being a reputed and good administrator, CESA Mumbai expects a stringent action in this regard so that a positive message will be sent in the field formations that the postings are on merit not on considerations.
            Hope you will take suitable action as represented.

It is also requested to devise a policy for the transfer and posting of AOs, so that proper rotation will be carried out and any nexus will not be developed.
