AEC MEETING OR WHAT

It is in the blogs that the meeting is scheduled at Chennai on 19.07.2014 (Monday) and named as AEC meeting.
How can it be called an AEC meeting?
        Further,  the agenda mentions A, B, C, D, E listed for discussion.  Agenda point at F is for confirmation of the minutes/decisions of Patna AEC meeting and Associate Committee meetings held at Patna on 21.09.2013 and 02.02.2014. 
        For a single day visit, the cost of expenditure not worth the discussions that may take place.   Hence is it a worthy expenditure?  When there is no progress in any of the issue.  Whatever was discussed at Patna or New Delhi or Hyderabad, remained in the blog only.  When issues of VIth Pay Commission are pending and we are advancing our views on the VIIth Pay Commission.  General Member is already down morally, then why should they be strained financially also.  Each passing day is causing injury in the minds of the officers for delay in CR.  
        Members are retiring one after the other in Board Office without making any headway.  Similarly our members are retiring with only one promotion during entire service.  CESA Mumbai do not intend to demean the authority of any office bearer but is equally concerned for its general members who cannot be underestimated any further and their genuine aspiration cannot be stretched from Patna to Delhi, Delhi to Hyderabad and now to Chennai.
        Is this meeting is to consolidate and keep value of the office bearers’ position intact at the expense of the interest of the General Members.
        Keeping tactically silent on :
a)  the issue of implementation of N.R. Parmar judgement after contempt petition for revision of Seniority List in CBEC,  even after this is implemented in all the Zones in CBDT.     What more do we need....?
b)  The abnormal growth of percentage of Appraiser cadre in Group A to the tune of 59% by reducing the percentage of our cadre to 36%.  Can it be called our achievement....?
        In the passage of time Cadre feel betrayed when the value of the members and their prospects are ignored miserably.
        Because of all the above reasons CESA constrains to inform you that the amount spent on Chennai visit will be adjusted from the contributions from this unit to the All India Accounts.
