FROM CESA's DESK

Last week, a delegation of CESA Mumbai, had been to New Delhi, and met Ms. Mala Srivastav, Member (Customs), I/c of Mumbai Zone and DGHRD.  CESA appraised the member about the lack of infrastructure and shortsightedness to acquire office premises, and the fact that the staffs promoted in all cadres are mobile and they even do not have chair and computers, to prepare a simple letter/report. 
            Madam was appraised about the criminal favoritism shown to both the M & P divisional Assistant Commissioners of Alibaug and Bassein divisions, by keeping them in Mumbai headquarters, by giving additional charge, so that they will not lose their HRA and CCA.  Before our leaving the North Block, instructions were issued and the officers were relived from Mumbai Headquarters to head their respective divisions. 
            About the infrastructure, an appeal to DGHRD and pointed out that although his good office prepared checklist, dossiers, brochures, instructions for clearance of proposal for acquiring new premises, but the same was not followed in letter and spirit, and casual approach prevails.  Mumbai Service Tax needs 4 lakhs sq. ft for seven Commissionerates, six audit Commissionerates, CC Service Tax office.  Only around 1 lakh sq. ft is in pipeline for possession (Lotus and Air India Buildings) and there are no proposals for the remaining 3 lakh sq. ft.   As appealed to create a Infrastructure Cell for monitoring as well as acquiring new premises, for the newly created Commissionerates, Madam was convinced and agreed to instruct the Mumbai Administration as per our representation dated 26.11.2014.
            CESA conveyed their appreciation to Ms. Mala Srivastava Madam, for her concern to act on the issues raised by CESA Mumbai, in her office, even without a prior appointment although her tenure is less than a year but her contributions to staff welfare of Mumbai will be remember always.  CESA also conveyed their best wishes for her happy and peaceful retired life.
