JCM POINTS WITH CUSTOMS PREVENTIVE COMMISSIONER

            Sub: - Points for JCM meeting dated 05.12.2014 – reg.

            Ref:    Your office letter dated 27.11.2014.

            With reference to the above, the points sponsored by CESA Mumbai, for the proposed JCM, are as under:

            Pending Points:      Action taken report on the JCM held on 18.06.2014.

            Fresh Points:

1.            Accommodation:   
a.            As the present space is inadequate in all the office, needs new premises.  Since no new premises had been acquired since long and after re organization, strength has been increased further, needs immediate attention.  For example, Everest House, Bombay Garage, Transport House, New Customs House, offices at Thane, MUrud,Revdanda, Dhanau, and Golward, are already in cramped condition.  Also the office quarters at Alibaug Division, Revdhanda and Dhanau.  Recently Additional Commissioner had made a round in all the offices and have witnessed the ground reality. Without elaborating futher, this field needs immediate action for acquiring new premises at the above places. 
b.         Officers located at Mumbai garage and Transport house, receive instructions to vacate the place.  This also needs alternative accommodation.  Similarly the Thane office has received notice from the land lord to vacate the office, which needs immediate attention. 

2.            Vehicle:         Being a preventive organization, the Government vehicles at field formations are in condemned condition.  These vehicles has badly lost their utility and needs replacement.  In some places it is learnt that the vehicles have been allotted using the fund available 1% incremental fund.  Because of pending of the payments continuous providing of services are disrupted.  Hence, the very purpose of preventive formation having no mode of transport is completed defeated.  Since long no vehicles have been acquired.  The same may be done on PRIORITY, otherwise send a clear signal to the Board that the formations which was, a pride to the Department, be scrapped, otherwise how will the officer perform the NRP and DRP duty in the field. 
3.            Funds:           Due to unavailability of OE funds, the payment of casual workers and other payments of Group C officers are not released.  This causes de-motivation amoung the officers.  Even the vehicles which needs basic repairs could not carried out.  Supply of fuel and oil to these vehicles have also been held up. 
4.            Filling of staff:          In the Headquarters as well as Division office, there are is vacancy for  inspectors and other staff.  Being a Preventive organization, having roster type of duty, only the formalities have been carried out .  for effective function needs adequate staff accordingly, adequate staff may please be posted in the field formation.
5.            Karanjia Port  : The Government of Maharashtra has declared to develop This minor port at Karanjia.  Presently our office at Karanjia, needs overall renovation, to gear up for handling complete Customs work.
6.            Land:             In all the meetings it was emphasized to protect all the lands of Customs Preventive, i.e M & P wing, be safeguarded and be utilized for our purpose.  Some have already been encroached by the land grabbers, which needs urgent  these may be properly secured from land grabbers.
