- Non- Implementation of Transfer & Posting Policy,
Irregularity in the IZT / ICT orders issued &
strengthening of CCA – reg.
As
per the revised Transfer & Posting Policy, IZT & ICT of Zone-I and
Mumbai Service Tax Zone was issued on June-2015. However, it is mid-August now,
and the officers under order of Transfer has not yet been relieved to join
their new places of posting. Officers
those who have been relieved from Zone-II and posted to Service Tax are roaming
since then as the AGT by the respective ST Commissionerates have not been
issued. This is nothing but a sheer criminal wastage of manpower – on the one
hand we are crying about the shortage of staff but on the other hand we are
unable to utilize the services of the staff available with us. The same is the
case with Central Excise Mumbai-IV Commissionerate.
2. In
AGT, there is no uniformity in rotation in Central Excise, Mumbai-I, Thane-I,
Thane-II. Already CESA, Mumbai has represented about the irregularity in the
orders issued by Thane-I, as well as the irregularity in the IZT from Zone-I to
Zone-II. The officers under order of transfer from CESTAT / Commr.(Appeals) are
not being relieved, showing utter disregard for the Establishment orders.
3. Sir, your absence is terribly felt because
the integrity, fairness and transparency with which the orders were earlier
issued is now missing. There were modification/cancellation of orders issued
which are not in the interest of the organization, which definitely dented your
image only.
4. The
office of the Cadre Controlling Authority is lagging behind all the zonal
offices in respect of having /maintaining a database of all the officers. It is
high time that this matter is taken up in all seriousness by increasing the
strength of the CCA as well as the infrastructure to meet the future expansion
and any other exigencies that may arise.
5. There
are many requests which come from officers for being posted on loan basis or on
deputation basis to various organizations. The transparency of this process can
also be maintained by having a Committee which oversees the same, rather than
the haphazard manner, which will definitely boost the morale of the officers,
that they are not being neglected and their skill has been recognized.
6. As
far Central Excise Zone-II is concerned, there is no regular CC and there is no
rotation after completion of 3 years in a Commissionerate, as well as the
consequent AGT, as mentioned in the revised Transfer & Posting Policy.
7. Your
kind intervention is invited on all the above issues and it is expected to
resolve the same at the earliest.
