REQUEST FOR YOUR CONSENT FOR THE PROMISED MEETING.

 

Respected Sir,

CESA Mumbai, held its governing council meeting on 25^th June 2013.  In the said meeting it was decided to hold one day All India Body Meeting in the month of July 2013, at your convenience, so that further arrangement can be made.  If the location in Mumbai is not agreeable then a suitable location at Goa, Nagpur, Nashik can be finalized and Mumbai will extend all sort of logistic support to them. 

It was also decided to represent to FM, Revenue Secretary, Chairman, Member P & V and Member, CC Zone I, Zone II and Customs Zone III to deduct one day’s salary towards Prime Ministers Relief Fund from the salary and also decided to send manpower and materials.  Volunteers from the staff are also willing to go there physically to extend physical help to the needy.

In the Patna AEC meeting all the office bearers were charged on the issue of regional imbalances and disparity.  It was unanimously agreed that parity should be there.  But about the modality, manner to be adopted is to be choked out so that a consensus view can be derived.  In the meeting it was agreed upon to hold a meeting shortly that within a month, so that all the units will have a discussion in the local unit and will come forward with their suggestions and views so that a concrete view can be taken.  Whatever the suggestions views are floated in the emails can be summarized together and a final decision can be taken as to how parity can be attained/achieved within the central excise itself. 
Somebody has rightly said “MAN IS NOT THE SLAVE OF CIRCUMSTANCES. HE IS THE CREATOR, CONTROLLER AND MASTER OF THEM”
Dear Sir, members are asking, why there is no DPC from superintendents to A.C ? When there is no barrier or restriction from J.C to Addl.Com and A.C to D.C on adhoc is already done and orders were issued. Last week D.P.C for Commissioners to chief commissioner was held. D.P.C for Addl.com to commissioner was already held, file is pending at PMO for order of promotion for Com/chief Com. Can the barrier or restriction of  no more adhoc is only for superintendent. It is really pinching to the cadare. Be a creator, controller and master of circumstances and act accordingly

 Conference of chief commissioners  is on 17^th July, where the main agenda is –Apart from revenue mobilization, improvement in infrastructure ,automation and cadare        re- structuring , hence we should  be in a position to place our submission about removal of regional imbalances and disparity within the superintendent cadare in the CBEC.
The decision of the house was to hold the meeting within time limit by any means it is to be adhered otherwise there will be breach of trust and any decision cannot be term as a democratic rather arbitrary
Hence As assured in the Patna meeting we are ready to hold the meeting in the month of July. A platform is ready for healthy discussion to derive  a consensus and judicious view to the  above said issues and to stop all sorts of allegation, apprehension, speculation and confusion.

Hope you will give the consent at the earliest so that arrangements can be made and local units could be informed so that they can make suitable reservations/arrangements.

Further, as I am out of Mumbai , I will be back on Tuesday, there after the deviation in minutes I will send to you for rectification
