            Kind attention is invited towards letter under reference dated 23.07.2013 on the subject cited above wherein information has been called for to hold DPC for ad-hoc promotions of the Superintendent of Excise & Customs to the post of Assistant Commissioner.

In this regard, it is observed that while circulating the Dossier care has not been taken to delete the names of the officers who have already retired from the service or deceased. The list of officers annexed calling for the ACR/APR, vigilance etc. of 245 Superintendents of Central Excise and 36 Superintendents of Customs (inclusive of SC/ST) includes the officers who are either retired or have expired.

            Madam, it is very painful and cruel to this stagnated cadre that when a decision is taken to hold DPC for promoting officers from Group ‘B’ to Group ‘A’, the name of the officers who have already retired or expired finds mention in the list of officers to be considered for promotion. On scrutiny, it is observed that, out of 245 officers of Central Excise, as of July 2013, 92 officers have retired and some are expired. In the said list of 219 officers, 26 are from Mumbai, out of which 13 officers have already retired and one officer has expired. Similar might be the position in other Zones.
 

In this age of computers it would have been prudent while circulating the list after a long gap, to undertake a simple exercise of segregating the names of such retired officers, by sorting the names as per the date of birth. This exercise could have helped in avoiding the embarrassing situation and would have resulted in adding the names of the eligible officers.

            As you are aware, this cadre has suffered a lot, as far as career progression is concerned and to rub the salt on our wounds such type of communication are being sent at eleventh hour. It is, therefore, requested to intervene and give suitable directions to the concerned section to call for the names of the serving officers only according to seniority list which is already available in Board office, so that due share/ratio to our cadre will not be affected. Last DPC was held in July, 2012, thereafter no order was issued and no DPC was held. Kindly do justice to this cadre so that the posts belonging  to this cadre will not be affected.
