CESA, Mumbai - A Cherished Journey

Mumbai, 20.06.2017 –

This is my final and parting say to one and all, as the Chief Office bearer of CESA, Mumbai. I, bid goodbye to all my members, with gratitude for their unrelenting support and faith shown on me. From 23rd of June, 2017 onwards the new office bearers and new Body will take over the affairs of CESA, Mumbai. I will always remain indebted to all my supporters, members, fraternity of all cadres of Mumbai for extending all sort of co-operation during the time of need through which I, being the head of CESA, Mumbai excelled in all fronts. The Administration considered all our representations and has a good rapport to sort out the issues which we have taken up amicably. During the course, sometimes they agreed and sometimes they have some disagreement, but the cause of the welfare of Mumbai cadre was not compromised and the relations with the Administration and others remains always cordial and conducive. The suggestion and stand taken by CESA, Mumbai has always been welcomed by the Mumbai and Delhi Administration. A long journey of around 12 years in the Association, will always remain a cherished moment in the fraternity of Mumbai. I have tried my best and delivered to the best of my ability to redress all the issues of Superintendents, whether it is personal or official. The last phase would have more delivery from CESA, Mumbai to settle all the Officers in the new GST formations, with proper infrastructure, resistance of Customs related work carried out by our cadre snatched in a dubious manner in the name of GST. Proper placement of the Officers, repatriation of the Officers from Pune Zone, and other Officers from DRI, DECEI etc. who have completed their tenure there remain in back foot. Few individuals who became so ambitious and become so hyper active to become office bears so that they can function at the cost of the cadre for their own benefits not only divided the Association but also try to became the puppet in the hands of the Administration for their own vested interest. I assume my regular charge from next week onwards in the State of Karnataka. My physical presence will be there, but my mind and soul would be in Mumbai as long as the new Body of CESA, Mumbai take over the full control and strive for the Mumbai cadre. My best wishes to one and all in their new regime under GST. In the last, I am here and I will always remain with you. Do not feel alone for any cause or support or at the time of need. I will extend my co-operation in the same spirit.

Please refer to Letter F. NO. II/Estt/39 -2/Th – I/2015, dated 19.06.2017 on the above subject matter.
         
In this connection this is to bring to your kind notice that at present the entire administration is transfer mode due to rolling out of GST from 1st July, 2017. The existence of the Thane – I, Commissionerate, will not be there as it will be merged/subsumed in GST Jurisdiction. In absence of the existing Commissionerate and in present situation holding of JCM is not advisable as decision taken in the JCM will not be binding on any administration.

Apart from this the action taken note on the points submitted in the last JCM are not yet been circulated. Many of the issues raised in the last JCM are remains as it is hence it is requested to circulate the Action Taken Note first and if the administration feels that in the present scenario holding of JCM will serve any purpose then the same may be held or else it may be deferred.  Further, it is submitted that at this moment the CESA request that a uniform policy for providing of infrastructure be the only issue on which administration should concentrate as well as the offices be accommodated within their jurisdictions it will help trade as well as staff also.
