We have been flooded with calls from affected officers of our Senior members who feel that they have not been treated well while posting on their promotions. Vacancy position in Mumbai zone due to retirement from May 2017 to July 2017 is around 23 in the Central Excise side (Officer promoted in 2014) + around 15 in Customs side. Still the officers are forced to go to remote areas of other Zones. CESA, Mumbai is constrained to intervene and represented to the Board as well as Pune Zone for necessary intervention and rectification of their Orders. The same are as under :-

76/2017 dt. 26.05.2017 – Reg.
Respected Madam/Sir,
This is to bring to your kind notice
the abovementioned Office Order wherein the officers in the grade of Assistant
Commissioner are allotted and posted to various Central Excise and Customs
Zones.
After a period of long stagnation the
insitu order was issued on 23.02.2017 and almost after a gap of 3 months
posting orders was issued on 26.05.2017. It was expected that earnest efforts
would be initiated by the Board to accommodate the officers in the same place
of posting or at an adjacent station. The then administration and the then
Chairperson, Ms. Shanti Sundaram, under whose dispensation, the Board had
issued a similar order in 2014 was highly praised by all the officers, as due
care was taken to ensure that no officer was adversely displaced and there was
no discontentment with the order. Madam/Sir In
the present order dated 26.05.2017, the officers having balance of 4-7 years of
service are under orders of transfer to far off stations. These officers have
to expend more than 20% of the salary for transportation / commuting from their
place of posting to their home. Most of
these officers will have to maintain double establishment since majority of
these officers cannot shift their families as they have ailing aged
parents,family member / daughters of marriageable age / wards in the final
stage of education, completing their technical or professional course / wards
searching for their career placements.
Though the officers
have become Assistant Commissioner so far as the tag is concerned, however, the
attitude, treatment meted out towards the promotee officer is not at par with
the direct Group A Assistant Commissioner. The facility / treatment will not be
available and the head of the Administration always have a soft corner towards
the direct Group A officers. Whereas the officers who have put in more service
and experience being promtee always get a raw treatment.
In the above referred Order dated 26.05.2017,
16 officers from Vadodara, 3 officers from Ranchi and 2 officers from Pune have
been posted to Mumbai Zone. Wheras from Mumbai Zone 5 officers have been posted
to Chennai, 3 officers to Mysore, 7 officers to Ahmedabad Zone and one officer
each to Nagpur and Vadodara. (A chart
giving the above details is enclosed). All the above officers will be compelled
to make weekend trip from the place of posting to their home to take care of
their family. They would be in constant worry of their family members.
It is therefore requested to kindly reexamine
the Order and the earlier practice adopted in the year 2014 may please be
adhered in the present Order also. Posting of officers from Kerala to Hyderabad
or Visakapatnam, Ahmedabad to Jaipur, Mumbai to Mysore/Chennai will not serve
any purpose except causing mental stress and agony to our own staff. The
officers of Vadodara, if accommodated nearer to their Zone in Ahmedabad in the
same state, the plight of officers from Mumbai posted to Ahmedabad Zone/Chennai
Zone/Mysore Zone & Nagpur Zone in the present order, will be eased by not subjecting
them to language problem. Similarly the officers of Mumbai may not be forced to
face the language problem of handling South Indian languages, apart from other
problems.
The two lady officers, namely, Ms.
Anuradha Parab, bearing serial no. 548 posted to Vadodara Zone and Ms.
Dolly Joseph, bearing serial no. 550
posted to Mysore Zone (both in office order dated 26.05.2017) be cancelled and retained in Mumbai Zone on
compassionate grounds. Apart from the above the representation filed by the
officers on medical grounds may also be considered on merits.

Mumbai expects that your goodselves will consider the above mentioned facts and
reduce the stress level physically, mentally and financially of officers and
suitably accommodate the officers of Mumbai either in Mumbai or in an adjacent
zone i.e. Vadodara and Pune Zone.

Respected Sir,
Your kind attention is invited to the
above subject, wherein Assistant Commissioners placements were effected.
It is brought to our notice that the
officers posted from Mumbai Zone allotted to Pune Zone vide Boards Estt. Order
76/2017 dt. 26.05.2017 are given a raw treatment as compared to the officers of
Pune zone. Sir, in the Boards order
those who have service of more than 2 to 3 years are kept in the same zone or
at the adjacent zone. But while going
through above said Order issued by your goodself, it is brought to our notice
by the affected officers that the officers are rotated from Executive to Executive,
Audit to Audit, and no officer from Pune are posted beyond their station. Whereas officer on joining on promotion from
Mumbai Zone, 11 officers are posted to Goa Central Excise and Goa Customs five
each respectively. The officers of Mumbai expect that fairness will prevail and
proportionate fair placement irrespective of the fact of zone to which the
officer originally belongs to be maintained.
Promotion brings cheer and rotation brings more exposure. However on the said order both are lacking.
Even the guidelines of CVC regarding posting of officers from sensitive to non
sensitive has also been violated in this Order.
In the light of the above, it is
requested that the above said Order may be suitably modified to that extent and
officers of Mumbai may not be given step motherly treatment.
